Frank Schell was a Lecturer on South Asian affairs at the Harris School of Public Policy, University of Chicago  from 2009 to 2018.  He developed his course, “South Asia: Democracy, Progress and Disruption” to view the Indian subcontinent through various perspectives that inform current public policy issues and the national debate.  Those perspectives include the history of Mughal, British and modern India; the impact of religious diversity; Pakistan’s evolving democracy; the effects of India’s economic liberalization and deregulation; the national priorities of India (education, public health, infrastructure and electricity, agriculture, and manufacturing); private and public sector governance in India; South Asia national security; India and China’s comparative economic models; foreign trade and direct investment; and variables to observe for the future.  


Frank served on the Dean’s International Council of the Harris School from 2008-2015 and had a leadership role with the Council’s delegation to India in 2008, meeting with key Indian officials to review policy issues in economic management, technology, investment banking, journalism, law, social services and development, national security, and medicine. He participated in similar delegations to Turkey, Lebanon, Chile, Ireland, and Great Britain.  Frank has mentored and advised several dozen students over the years on their career plans. In 2017, he lectured at the University of Chicago Center in Delhi on strategic management, governance and leadership to an audience of NGO and nonprofit management.
