While India’s economy has benefitted greatly from deregulation and moderation of licensing and controls, the development of trade as well as foreign direct investment are major economic challenges – and opportunities for American companies. Historically, leading Fortune 500 firms have presence in or engagement with India, and the extent of joint venturing has been substantial in recent years.  There is also a perceived broad based potential for middle market companies to engage with India.

Frank has a long professional association with India, which is among various countries being assessed by Volta Energy Technologies, LLC referred to on this site under Strategic Management.  In January of 2019, he was a delegate to Think20 Mumbai, a subforum of the G20 that addressed the global financial system, governance, and globalization issues.  It was co-hosted by Gateway House of Mumbai, the Indian Council on Global Relations.

Frank was posted in north India from 1969-1972 with the U.S. Peace Corps in agricultural and education projects. With Continental Bank in the 1970s, he was engaged in offshore banking with various Indian financial institutions and sponsored the development of a cross-border finance and risk management strategy for India.  From 2009 to 2018, Frank taught a course on South Asia domestic and foreign policy at the University of Chicago, Harris School of Public Policy.  He has extensive contacts for India in various fields and speaks Hindi-Urdu.
